This is a matter of moral responsibility rather than legal issue.

We can't be certain if Russia did arm the rebel or if the SAM was captured from Ukraine weapon cache. The only way to ascertain is to find the wreckage of the missile and trace it serial number. Do bear in mind that all the so call proof are nothing more than circumstantial evidences.

The way I see, politics have override fact findings. Every party is trading accusations for political reasons and this make it difficult for the rebels to allow investigators access the crash site or the black box.

ahahahahaa u think 300k is a big deal for a country,especially one as rich as america?USA spend 1.3 trillion in the war of iraq,300k per victim doesnt even register as a drop in an ocean.a rich person or a rich corporation or a rich country can throw money around like its nothing......

lemme put things into perspective for u.....lets assume USA's wealth is shrunk down to the size of a average joe's wealth....lets say my wealth is 16,000 usd.
USA paying 300k per victim is the equivalent of me paying 3 cents per victim.....it wont even bother me one bit....if fact i would be happy if i can get away with murder for such a cheap price......pfft bill gates can kill 500,000 people before he even go bankrupt.

Good point about the moral responsibility when sovereign countries have no legal responsibilities to account for their actions. We sometimes struggle to bring this countries to account when we forget there is we can do little legally.
