The US Defense Security Cooperation Agency (DSCA) issued a press statement on Monday (7 Jul) [Link], announcing that it has notified the US Congress last week of plans to sell the government of Singapore an arms package consisting of Joint Direct Attack Munition kits, or JDAMs, manufactured by Boeing, plus associated equipment, parts, training, and logistical support.

The JDAM kits will enable conventional ‘dumb’ bombs to be converted into laser-guided precision ‘smart’ bombs. Nearly 1,000 of such JDAM kits have been ordered by MINDEF.

DSCA is an agency under the US Department of Defense (DoD). It promotes military-to-military contacts and provides financial and technical assistance, transfer of defense technologies, training and services to US allies. It is founded on a tradition of cooperation between the United States and other sovereign nations with similar values and interests in order to meet common defense goals.

Specifically, the weapons that MINDEF has requested to buy include:

  • 913 KMU-556B/B JDAM kits, which are used to convert conventional Mk-84 2000-lb “dumb” bombs into guidable “smart” bombs
  • 100 FMU-152A/B fuzes, which can be set to explode the bombs on impact, at a set proximity to target, or be “delayed” to explode after impact.
  • 300 DSU-40 Precision Laser Guidance Sets, used to guide the smart bombs to their targets.
Also included are containers, munition trailers, support equipment, spare and repair parts, test equipment, publications and technical documentation, personnel training and training equipment, US Government and contractor engineering and technical support, and other related elements of logistics support. The total estimated cost is US$63 million.

DSCA said that Singapore is requesting these guidance sets, services and equipment to sustain its “air-to-ground weapons stockpiles and to accommodate training expenditures”.
It added, “This proposed sale will contribute to the foreign policy objectives and strategic national security objectives of the United States by supporting Singapore as a key regional partner in counter-terrorism and an important force for political stability and economic progress in South East Asia.”

“This sale will enable the RSAF to sustain mission-ready status to ensure it can contribute to coalition operations and meet its national defense requirements. Singapore maintains a large CONUS F-15SG training presence at Mountain Home AFB. A portion of these munitions are anticipated for use at this CONUS training facility, and will enable RSAF pilots to practice using GPS-guided munitions that will further refine their combat capability. Singapore should have no difficulty absorbing these additional munitions into its armed forces,” DSCA said.

DSCA also assured the US Congress that this sale of military equipment “will not alter the basic military balance in the region”.

“This notice of a potential sale is required by law and does not mean the sale has been concluded,” DSCA clarified.
The final sale is subjected to the approval of US Congress.

All questions regarding this proposed US military equipment sale should be directed to the State Department’s Bureau of Political Military Affairs, Office of Congressional and Public Affairs, [email protected], DSCA said.

As usual, PAP and MINDEF overpaid again. It seems like there is some hidden agenda to support the US defence industry and keep jobs for US workers. In 2011, the USAF ordered 7500 of the same JDAM tail kits for only $180 million. That is per unit cost of $24,000. SAF is paying $63 million for 913 JDAM kits. Lets say you take out the cost of the laser designators and the fuzes the cost of those 913 JDAMs kits should be around $50 million, making the per unit cost a staggering $54764. More than double the price for what the USAF paid. Even if you factor in inflation, its obvious to me a rip off happened to MINDEF. DSTA sucking somebody lancheow again?

The full-scale production decision for JDAM was made by the U.S. Department of Defense in March 2001. On average, more than 700 JDAMs are delivered every month. In November 2004, Boeing delivered the 100,000th JDAM, and in September 2008 the 200,000th JDAM was delivered. In 2011, the U.S. Air Force announced contract awards totaling $180 million for nearly 7,500 Lot 15 JDAM tail kits. Since JDAM production started in 1998, Boeing has built more than 230,000 tail kits–all of which have been delivered on time and at cost.

Why is the US Congress stupid? they recognize that they are ripping the sinkie MINDEF suckers off. If anything they will expedite the request before some asshole for DSTA stumbles on my calculations and realized they got ass fucked by the Americans and paid too much money.

RAF FAIRFORD, England (REUTERS) - The US Navy on Friday maintained a grounding order for F-35 B-model and C-model fighter jets built by Lockheed Martin Corp, saying it was still not clear what caused a massive engine failure on an Air Force F-35 jet on June 23. "At this time, I do not have sufficient information to return the F-35B and F-35C fleet to flight," Vice-Admiral David Dunaway, who heads the Navy's Air Systems Command, said in an update to a fleetwide grounding order issued by US officials on July 3. A copy of the document was obtained by Reuters. Dunaway said in the document that he was committed to returning the F-35 fleet to flight as soon as possible, but there was "no discernible event that represents a root cause." In the incident last month, the Pratt & Whitney engine on an Air Force F-35 A-model jet broke apart and caught fire while a pilot was preparing to take off from Eglin Air Force Base in Florida air base. - See more at: http://www.straitstimes.com/news/wo...35-fighter-jets-20140712#sthash.QQM37Tk2.dpuf

If Congress is clever, they should hold hearings over such sales and why give it to a country that only wants the toys for show.

Why would Congress be so stupid not to allow the sale? Congress support business ...they can't give a damn if the arms are purchased for show.

RSAF will get the chance to use them on the interned PAP ministers and the other crooks in Pulau Sudong.

There are enough smart bombs to eliminate them all.
