While parliamentary sessions may not be the most entertaining thing for regular Singaporeans to watch and follow, when taxpayers are paying MPs $15,000 a month to 'represent' our voices, it is shocking to know that up to 75% of our elected MPs are skipping parliament.

Yesterday, two votes on proposed bills had to be stopped halfway because it was pointed out that there were not enough MPs in parliament to meet the minimum required number of votes as stated in the constitution.

Shockingly, the Deputy Speaker of Parliament, Charles Chong, who was co-ordinating the session did not even notice the high rate of absenteeism until it was pointed out by NMP Eugene Tan.

Not only did the error occur once, but it occurred twice in one day and in both situations, it was NMP Tan who had to point out the discrepancy.

The first occasion was at 5:30 when the house was voting on the Radiation Prevention Bill. Voting was occurring just shortly after a 20minute break.

At that time, Deputy speaker Chong rung the division bell in order to call in any other MPs who were still outside the chamber and had not returned from the break on time.
Then, a shortage of MPs occurred again in the evening when the Copyright Act was being put to vote.

Again, it was NMP Tan who pointed out the low attendance and so parliament was adjourned early so that the bill could be passed the following day.

Eugene Tan is a constitutional and administrative law professor in SMU and he was the one that had to remind the speaker to check if there was a quorum (the minimum number of MPs to pass a bill: 1/4 of all MPs)
When Mr Chong did a head count, he found that there was not in fact enough members to pass a bill. If NMP Tan had not pointed out the lack of attendance, these bills may have been passed unconstitutionally.

What is most surprising is that not even a quarter of MPs stayed for the full parliamentary session. Do you know if your elected MP was there? Do you think our taxpayer money is well spent paying MPs $15,000 a month just to skip parliament?

Mr Tan had also twice raised similar observations in Parliament in 2012, one of which was when the amendments to the LTA (Amendment) Bill were put to the vote.

The debate on the Bill “lasted more than two hours”, according to news report.

But when it came to the vote, Mr Tan observed that there were too few MPs in the House as required by law.

“The Land Transport Authority of Singapore (Amendment) Bill was not passed yesterday as fewer than a quarter of members were present in the House at the end of the debate,” the Straits Times reported at the time.

The vote on the Bill, like the amendments to the Copyright Act on Monday, had to be adjourned then.

The lack of a quorum then prompted former presidential candidate Tan Kin Lian to ask:

“How can there be fewer than 25 per cent of the MPs present in our Parliament at the end of a debate? A Parliament is in session and so many of them were absent or left midway? Less than 25 per cent means 3 out of 4 MPs are absent. How effective is such a debate? And the session is an important one as it is with regard to the SMRT breakdown last year. Is it not ironic that so much time, effort and money were spent in a COI and yet when the issues were discussed and debated in Parliament less than 1 in 4 of our MPs were not even there!”

MPs are notified, through the Order Paper, at least a day before Parliament sits, the questions MPs have tabled, along with the Bills which would be heard in the House.

It is unclear if any amendments to any Bills have been passed without a quorum.

Questions have also been raised on why it was an NMP who raised the matter, and not the Speaker or the Deputy Speaker – both in 2012 and yesterday.

Just read the MINLAW abstract. This Copyright Act looks like a vile piece of legislation aimed to target online websites.

In other words, if you use an image (eg Loong laughing out loud) or copy a whole article, copyright owners like SPH can sue you.

Maybe there are actually some decent people with conscience in the PAP?

missing the point there people. the main thing is they were going TO PASS THE BILL EVEN WITHOUT QUORUM! It was only when the NMP flipped them the bird then they uturn. So not showing is the normal thing. Banging their colleagues I bet
