in 1990, lau goh launched main upgrading program .it lasted 20 years and won the gov easily 4 general elections .
those who do not vote the gov will not taste MUP.

last batch of MUP ended in 2012.

next the gov pinky also want to use upgrading to win elections.

in 2006 general election,it became an hot issue.
those who vote support the gov will taste the LUP faster.
