The system was changed to challenge and recognise our senior civil servants and political leaders. In the old days the focus was on each ministry and function to deliver their core services in a competent and effective manner. When the entities functioned week, people wanted to know who led these entities and there will be write-up.
Now days, when the guy is named to lead a government entity, it will carry a CV on how he parted the Red Sea, discovered sliced bread and built the moon walker. When things are not working, he comes with terms like ponding, once in a hundred year excuse, running slow but service not stopped.
When all things fail, have a national conversation but 90% are from the PAP pretending to be neutral and claiming to represent the broader society. When exposed on the Net with naming those on the Photographs, silence descends.

back in the old days not enough academic people and if a doctor want to join politic they grab it like hot cake and throw in to any ministry.
Imagine a criminal lawyer become a PM? How can you sue a criminal lawyer turn PM for criminal offence and who holds political power? Even the AG Office also frighten of him.
These days with uni like Harvard churning out quantity (not really quality) academic as long as you are a graduate of any fucking course they take you in and stuff you into industries not related to your academic profession.

Political leaderships does not depend on academic qualification or vocational experience. It requires certain traits amongst which political acumen and leadership are few of the key traits.
Singapore leadership however felt that well educated and trained technocrats should form the political leadership. We are the only country that has a flight plan on these lines. All the cabinet ministers were never in a political party until a few weeks before nomination day. Politics is a calling for many. So if they are not keen in politics why are they there except for the vocational background.
So people begin to question their vocational background when things starts to fall apart. Someone with medical training running a hospital carries more weight with patients, the medical fraternity and people in general. You find that in most places expect in the US where due Medical insurance has made it big business. People are turned away from these business entities if they have no coverage.

The greatest recent example of this sick process is non other than Major General Chan Chin SIng aka Kee Chiu. Was a SAF fake paper general, until one month before Genital Erection. Than got elected in a walk over, and made immediately into not only Minister but Minister of 2 portfolios. Wah! What a super talent. How can the SAF survive without him? What does he know to do his job as Minister for Communication? What qualified him to be Minister of Community development, youth and arts?
