Singapore has proposed hosting a regional crisis command center that would help coordinate governments' efforts after major natural disasters, the city-state's defense minister said Thursday.

"We were obviously struck over the last decade by how many disasters there were" in the region, said Ng Eng Hen, citing earthquakes, tsunamis and typhoons that have cut a swathe of destruction from the Philippines to Japan.

"We recognized in the first critical 24, 48 hours, it is actually very difficult for the affected country to be able to set up a C2 (command and control) center, for the very reason they're the ones hit," said the minister, in Hawaii for an ASEAN meeting.

With communications knocked out, governments at the center of a natural disaster often are "overwhelmed" and don't have the ability to manage international offers of help, he said.

"In the discussion we realized what was really needed was a crisis center that was stood up all the time, which of course could be scaled up (as needed)," he said.

At the Association of Southeast Asian Nations gathering in Honolulu, defense ministers welcomed Singapore's proposal to host the crisis center at Changi naval base, Ng said.

The agenda for this week's ASEAN meeting -- focused on improving cooperation for humanitarian assistance -- has taken on new importance in the wake of missing Flight MH370.

Malaysia has come under fire over its handling of the search effort for the jet, which disappeared with 239 people on board after taking off from Kuala Lumpur on March 8.

Pentagon chief Chuck Hagel praised Singapore's proposal for the crisis center to handle future natural disasters, which are expected to increase in frequency and scale due to climate change.

"This could be an important venue for nations in the region to coordinate military responses to disasters and it's an idea that we're going to pursue," Hagel said.

The idea is to "make a coherent picture for everyone to see," said Ng.

"We evolved a concept, we call it 'plug and play,'" he added.

"We set up terminals, you bring in your systems, you give the information you feel comfortable with....We take all that information, fuse it and then pump it out. It's worked quite well."

i'm disappointed with the regional role. sg, under the excellent and unequaled leadership of the pap elites, should strive to become the global crisis center. the mh370 search would have been successfully concluded if the world looks to sg for leadership and answers. :biggrin:

Well, the post by Rogue Trader states "major natural disasters". Ponding and MRT breakdowns are neither major nor natural nor disaster. Ponding and MRT breakdowns are minor, man-made events. What is an event? Look at Singapore Day in the UK. But you are right. Sinkie government can't even fix minor, man-made events. How can they help mitigate disasters wrought by the forces of nature? Maybe it's just another ploy by LHL to siphon some of Sinkieland's reserves to this major regional crisis centre.

Whether natural or man made, crisis management involves a sound contingency plan, clear communication, coordination and quick decision making, usually based on limited info. Too many times we have failed miserably during exceptional situations - Sinkapore Flyer breakdown, the first major MRT breakdown in Nov 2011, Mas Selamat escape, Little India Riot, ponding etc. The last time sinkieland scored well during a crisis was during the SARS pandemic and SQ117.

Sinkapore is only good at organised events where resources are plentiful but with minimal deviations (NDP, F1, state funerals). Even during the high profile YOG Vivian Bala couldn't keep everything in line due to traffic, weather changes etc

It is easy for PAP and their scholars to manage only Sinkapore because or our compliant population and small size. Try to co-ordinate regional efforts? Good luck. The haze problem hasn't improved after more than 20 years. It was even found out the newly installed tsunami warning system was not turned on by our neighbours during the big Japan quake in Mar 2011.

-unaffordable housing,
-lack of hospital beds, long queue at Polyclinics and months to see a Specialist/Dentist in govt hospitals, Dengue epidemic
-lack of places in Universities for locals (but plenty for foreigners)

Let's not forget a simple tender to acquire a few folding bikes. Even a full cabinet minister could not even ascertain that something was wrong before he issued his press statement about his confidence behind the matter.

First they have to show us how to coordinate a tender exercise without fucking it up.

Sounds like PAP wants to profit from the misery of others.especially when they saw the many airforce planes landing in subang SAR effort. Think of the many side income providing food and lodgings or these people plus fuel for the planes.

They probably plug it like the F1.

Ha..Ha..Ha.. 10 years ago a small vessel carrying treated sewage and had capsized inside CNV.. That week CNV was host to the region's top Naval officers and warships from other countries were also berthed there..

Red faced top brass from the Navy gave a contract to my old company to salvage the small vessel..

Much to the relief of the Navy, we managed to contain the oil spill and towed the damaged vessel to a yard..

Just go to Terror Barracks which is now a US base. Outside perimeter secured by SAF, inner by them. supermarket staffed by nose thumping Pinoys who treat locals as dirt. 5O years ago at the exact same place, with the British, we manned the supermarket. Now we are even worse.

Singapore is the USA's bitch. Malaysia, much less so.
