Having competition is one thing, putting Locals into a rat race situation is another thing.

Does the term "rat race" sound nice to anybody? It sounds like a lose-lose situation. A situation where by the next thing for the governing party to do is to increase retirement age and delay of payment for retirement fund. Wait a minute, they have done that.
