Jeganathan is responsible for the policy development, system development, implementation, maintenance
and readiness of all info-communications technology (ICT) systems within SCDF. This includes emergency
command, control and communications systems, warning systems, corporate administrative systems,
eServices and Web applications systems, network systems and info-security systems. SCDF is a uniformed
organisation providing ambulance, fire fighting and emergency response services across Singapore. This
means that Jeganathan’s initiatives have a great social impact on the four million-strong population,
improving the effectiveness of emergency services and thus saving more lives. He has garnered 30 years of
vast public and private sector experience that includes a career in the Singapore Armed Forces and the
SCDF.

Under his leadership, two of SCDF’s key ICT systems, the Fire Safety Online Processing System (FISOPS)
and Crisis Information Management System (CIMS) were awarded CIO Asia’s CIO Awards in 2004.
The Medical Protocol System (MPS) was integrated with the Computer-Aided Dispatch system in SCDF’s Operations Centre in 2008. The objective of the MPS was to enable the operations centre to systematically capture the medical
condition of patients using a template of medical questions, known as protocols, from the main complaints
of the caller. The MPS would then enable operators to provide useful pre-arrival instructions for certain specific
emergency medical conditions to aid the caller before the ambulance arrived. According to SCDF, the MPS
positions Singapore as the first country in Southeast Asia to provide medical aid via the telephone.

Jeganathan has used technologies like HDS dynamic provisioning and virtualization to enhance these systems. Few initiatives like consolidated and centralised enterprise storage has also helped reduce cost and increase the efficiency of the critical national systems.

SINGAPORE — A former director of the Singapore Civil Defence Force’s Technology Department was charged today (Dec 19) with two counts of criminal breach of trust (CBT).

Jeganathan Ramasamy, 62, faces two counts of misappropriating two Apple iPad2 in September 2011. The iPads were valued at nearly S$940 each.

He allegedly gave one iPad to his daughter for her personal use, and was said to have sold the other to a colleague for S$200.

It’s understood that Jeganathan had obtained the two iPads from NCS Pte Ltd, which is one of the main IT vendors of SCDF. Jeganathan, a civilian officer, dealt with NCS as the director of the SCDF’s technology department.

The two iPads were said to have been delivered to Jeganathan’s office at Ubi Avenue and meant for testing of mobile applications.

Lamborghini-driving Singapore civil servant accused of fraud

SINGAPORE - A senior civil servant with a penchant for Italian supercars has been arrested for defrauding the government of about $12 million, officials said.

It is reportedly the worst case of corruption in the city-state, which has a reputation for clean government, in 15 years.

Koh Seah Wee, 40, deputy director at the information technology department of the Singapore Land Authority (SLA), allegedly raised fake invoices for non-existent projects and pocketed the money.

Assets including a Lamborghini and a Ferrari, along with cash, have been recovered from Koh and a colleague, 37-year-old Christopher Lim Chai Meng, who is also under investigation.

Koh, who was charged in court Tuesday with 249 counts of cheating and other offences, has been in police custody since June, when his alleged crimes were uncovered by the SLA.

He was unable to raise the bail amount of $1.5 million.

The Straits Times newspaper said it was the biggest criminal case involving public servants in Singapore since 1995.

According to the newspaper, Koh paid $1.55 million for a Lamborghini sports car in April after having earlier splurged on two Mercedes-Benz cars in March.

Last year he paid $900,000 in cash for an apartment and invested $1 million dollars in shares and other financial products, the newspaper reported, citing court documents.

The two men "are believed to have rendered false invoices through various business entities, for fictitious IT maintenance services and goods which were not delivered," the SLA and Ministry of Law said in a joint statement seen Wednesday on the ministry's website.

"The two officers are suspected of conspiring with each other and with the said business entities, thus enabling them to circumvent the checks and balances in the processes."

Large-scale graft cases are rare in Singapore, which enjoys a reputation for being the least corrupt country in Asia and pays its civil servants some of the highest government salaries in the world.

If convicted of cheating, Koh faces imprisonment of up to 10 years and fines on each count.

For concealing criminal proceeds, he could be jailed for up to seven years and fined a maximum $550,000 for each charge.

The SLA, an agency under the Ministry of Law, is responsible for the management of state land and buildings, land sales, leases, acquisitions and allocations.

He crossed the 'road' most likely & got crossed, or he had been dipping his hands into the 'free gifts' department & no one dare to 'blow' him; until his support in the same organization retired or expired. He is 60+, & from the SAF, most likely receiving pension from them & he is only a few years to retirement age of 65.
It does nit seem right for a person of that status & standing could not afford 2 iPads?? could not even afford to buy one for his daughter?? most likely his home is stuffed with 'free things' from his army days to the present....& if they want to audit his home, he may go to jail for rest of his life..ha ha ha ha
