Cites 'administrative issue' as cause of delay.

Developers of the highly-anticipated Jurong East Mall (Jem) announced late Monday that the opening of Singapore's third largest suburban mall will be delayed. Lend Lease, the Australian developer behind the mall, cited administrative issues as the cause of the aforementioned postponement.

In a release, the management said: "we would like to notify the public that Jem will not be opening on 11th June. This is due to an administrative issue. We were anticipating having received all the necessary endorsements by end of business yesterday however that was not the case. We have therefore taken the difficult decision of not opening the mall to the public today in order to adhere to regulatory requirements."

Obviously they should have delayed the opening even longer. I can't imagine If a toddler or baby getting hit on the head with a ceiling...

False ceiling usually will not be inspected by professional engineers as not considered critical structure. Such installation is like a painting or curtains whereby the main con will just give a cursory look.

For such a huge section of false ceiling to collapse could be due to sub con using too short screws to secure the false ceiling. Saved their time drilling deep holes.

Singapore Civil Defence Force personnel were on the scene and SCDF confirmed three people suffered minor injuries, reported Channel NewsAsia.

A manager of a jewellery shop said his staff called him at 9.50pm to inform him that a pipe had burst and the ceiling appeared to have collapsed as it was unable to bear the weight. The section of the ceiling that fell was outside the shops along the corridor, and not inside any of the stores.

A MediaCorp hotline caller Lo Teik Yeu, 42, said shoppers were evacuated between 10pm to 10.30pm. He said was a lot of water on the ground when he left, and he saw three people being brought to an ambulance, with one person in a wheelchair.

Twitter user Christy (@Ammorealis) told TODAY: “Almost the entire first floor save for top man and those stores near the taxi stand were flooded when I left”.

That's a lot of water. I guess it's the sprinkler system pipe that broke, ceiling soaked up the water till it was finally to heavy and the brackets gave way.

It surprises me that they still use that cardboard type material for ceilings. Nowadays i see mostly thin metal or plastic sheets, which are perforated to reduce the weight. The perforation will also let the water pass through to prevent a collapse in such a case.

Ceilings are hung above by steel wires or c-purlins both these are strong enough to carry the loads of the entire ceiling.



Trouble is how are these steel wires and c-purlins held on to the concrete ceiling? Traditionally and the quickest and most convenient way is to use a gun to shot a nail directly on the c-purlin or a bracket holding the wire into the concrete. Theoretically the pin or nail discharged from the gun is supposed to nicely penetrate the concrete pushing the concrete aside creating pressure on the concrete to hold the pin. Practically a few cockups can happen like: shock from the gun shatters the concrete ; pin could hit a granite pebble in the concrete causing the pin to bend ; gun powder cartridge may be too weak to cause enough penetration of pin. All these caused a weak anchoring and failure of an installation may take some time to fail.

The solution is to use expansion anchors instead of a gun. However the installation takes time, requires time to drill a hole and the installing the expansion anchor could be more than 10 times slower but this is surely the most reliable method.

It's not a critical structure, but it can cause a child to be in critical condition..How much do you think it weighs? Enough to break a child's neck and kill him..

Critical structure means related to whether the building can collapse.

By your definition, even a lamp is critical. The authorities can't be regulating everything within a building. Some things are just left to common practices.
