Singapore, 5 June 2013 - Mr Ronnie Tay will be appointed as Chief Executive Officer (CEO)-designate of the National Environment Agency (NEA) with effect from 10 June 2013 and as CEO effective 1 July 2013. He will take over from Mr Andrew Tan Kok Kiong, who will be leaving to attend an Advanced Management Programme prior to his next posting.
Mr Andrew Tan

Mr Andrew Tan, 46, has been Chief Executive Officer of the National Environment Agency since January 2009. Under his leadership, NEA made significant progress in reviewing key policies, building new capabilities and rolling out new programmes to ensure that Singapore's environment remains clean, green and liveable, as well as transforming itself to be more responsive and resourceful in tackling both present and future environmental challenges.

Several key regulatory and policy changes were implemented during Mr Tan's tenure. These include an overhaul of hawker centre policies to improve Singaporeans' accessibility to affordable food choices; a roadmap to achieving higher air quality targets which are aligned with World Health Organisation standards by 2020; more stringent limits for construction noise to cater to public expectations for a quieter environment; a productivity roadmap to improve the professionalism, standards and productivity of the cleaning industry; as well as improved food hygiene standards through reinforcing the training of food handlers and mandating time-stamping of catered food.

Mr Tan is also credited with expanding and enhancing NEA's capabilities to improve its strategic effectiveness. The Department of Public Cleanliness was formed to serve as a one-stop centre to improve coordination of efforts to keep public areas clean and a new Centre for Climate Research Singapore was formed to develop capabilities in climate science research. Mr Tan has also been instrumental in promoting greater community ownership of environment issues and social graciousness through the Keep Singapore Clean Movement to champion activities to make our common spaces more beautiful, a re-launch of the tray-return campaign for public eating places, and an annual “Youth for the Environment Day”.

Mr Ronnie Tay

Mr Ronnie Tay, 49, was appointed Chief Executive Officer of the Infocomm Development Authority of Singapore (IDA) in November 2007. He began his career with the Singapore Armed Forces (SAF) in 1982, and was appointed to the Administrative Service in 1999.

During Mr Tay’s 25 years in the SAF, he held various key command and staff appointments. He was Chief of Navy from April 2003 to August 2007. His earlier appointments include Fleet Commander (March 1999 to December 2000), Head Naval Operations Department (December 2000 to February 2003), and Chief of Staff – Naval Staff (July 2001 to March 2003).

Mr Tay graduated with a Bachelor of Arts (First Class Honours) in Engineering Science from the University of Oxford, United Kingdom in 1985. He subsequently obtained a Master of Science (Management) from the Massachusetts Institute of Technology, USA in 1997, under the SAF Postgraduate Scholarship (General Development). He was awarded the Public Administration Medal (Gold) (Military) in 2005, and the Long Service Medal (Military) in 2007.

Ronnie Tay was a high flyer in SAF.......back when he was only a major.....he was already golfing with the likes of Winston Choo.
He was the only one crab on the golf course among the SAF top brass playing there.

Under his leadership, IDA doesn't make much progress and contribution in managing all he 3 big telcos at all.
The so called next generation network fiber broadband is a total screw up under his institution's radar.

It will be much worse for him to helm NEA. Sillypore scholar after all is only good in "talking strategy on a piece of paper".
