Cement truck kills 2 boys at Tampines traffic junction

SINGAPORE: Two brothers died after they were hit by a cement truck near Dunman Secondary School, at Tampines Street 45.

The 56-year-old Singaporean driver has been arrested for causing death by rash act.

At around 6pm on Monday, the Singapore Civil Defence Force received a call for help.

But when paramedics arrived at the scene, both boys, aged seven and 13, were pronounced dead.

A MediaCorp hotline caller said that the incident happened only 50 metres from the school gates, and that he saw a smashed bicycle lying near the boys.

Speaking in Mandarin, he said it was an awful sight and very upsetting.

Some residents who live in the area say that the area where the incident happened sees a lot of traffic, and can be dangerous.

Mr Zoe Jaffar, who has lived in the area for 16 years said: "The traffic lights change quite fast, sometimes drivers tend to speed up to beat the traffic lights."

Another resident in the area, teenager Tan Khai Feng added that people sometimes also cross the road even though the traffic lights have not indicated that it is safe for them to do so.

Resident Lim Heng Chew said: "This is a hotspot for traffic accidents... (another boy) recently got knocked down by a taxi - the boy is my son's classmate."

He added that just a few months back, a Malay lady was also knocked down at the junction, and is worried because he has two school-going children.

Two brothers, aged 13 and 7, were killed in a fatal accident in Tampines at about 5.40pm yesterday afternoon.

The older boy was cycling, with his younger brother riding pillion, across Street 45 towards Dunman Secondary School when they were hit by a cement truck turning into the junction.

One of them was killed on the spot. A witness saw the other boy, who was severely injured, trying to get up before collapsing again. He didn’t move after that. Singapore Civil Defence Force paramedics pronounced them dead at the scene.

The 56-year-old driver was arrested at the scene for causing death by a rash act.

The father of the two boys killed in a traffic accident on Monday has pleaded with drivers here to drive safely.

Mr Francis Yap, 39, told the media that he hoped drivers here will keep to the speed limits. Mr Yap said that he had taught them how to cross roads safely, and had felt assured that they did so. Yesterday was not their first time out on a bicycle, he said.

The bodies of his two sons Nigel Yap, 13, and Donovan Yap, 7, who were killed in an accident in Tampines on Monday, arrived at the wake set up by their family at about 3.35pm on Tuesday.

Their father and mother, Suliani Ang, 38 received the bodies alongside relatives and church friends.

The elder of the two boys who died in a horrific accident in Tampines on Monday had fetched his younger brother from CCA on his bicycle, and both were heading home, said Mr Baey Yam Keng, an MP for Tampines GRC.

He told The Straits Times at the accident site Tuesday morning: "Think the elder brother was fetching the younger brother home after CCA. Apparently that was his first day at CCA at wushu."

The two boys were hit by a cement mixer at about 5.40pm at the junction of Tampines Avenue 9 and Tampines Street 45. The Singaporean driver has been arrested.

The younger boy was riding pillion on the bicycle. One boy died instantly and the other died soon after.

Prime Minister Lee Hsien Loong said he was saddened to learn of the accident involving two young brothers who were killed when their bicycle was hit by a cement mixer on Monday evening.

"So tragic that an evening cycle could end like this. My thoughts are with their family," he said in a Facebook post at about noon.

"We will render all the help they need to get through this difficult period. Meanwhile, let us continue to show sensitivity and respect for the family, especially online."

His post has since attracted more than 400 comments.

MP Baey Yam Keng proposes new mandatory rule for heavy vehicles

SINGAPORE: Member of Parliament for Tampines GRC, Baey Yam Keng has proposed to make it mandatory for heavy vehicles to stay off residential areas with high pedestrian traffic.

Mr Baey had earlier suggested re-routing heavy vehicles so that they avoid areas near schools or busy walkways following the tragic accident which took place in Tampines on January 28.

Two brothers, aged seven and 13, died after their bicycle was hit by a cement truck at the junction of Tampines Avenue 9 and Tampines Street 45.

In a mature estate like Tampines, with a built-up network of roads, it would be a challenge to ensure heavy vehicles avoid areas with high pedestrian traffic, but Mr Baey believes there are ways to make it happen.

This may mean getting the drivers of heavy vehicles to go by a longer route.

Mr Baey said: "We understand that for such drivers, in their profession, they are paid according to the trips. So naturally they are anxious or in a hurry to complete the journey as soon as they can.

"But we will need their cooperation. If indeed a longer route is a safer route for other road users, then we would like them to help us in this because eventually it is better for everybody."

A day after the tragic accident, Mr Baey wrote in to the housing and transport authorities to find a solution on the matter.

He has asked the Housing and Development Board (HDB) and the Land Transport Authority (LTA) to work with their contractors and explore alternative routes for heavy vehicles to the construction sites.

Both authorities have replied to him, saying they are taking the issue seriously.

Mr Baey has also called for a review of the traffic management at the Tampines junction where two boys were killed.

He asked the Traffic Police for a report on the frequency of accidents there.

He said three accidents have been recorded at the junction since 2009, including the one on Monday.

The recent accident has prompted calls for action to promote road safety.

The Singapore Safety Council said it planned to publish a book on cycling guidelines.

Mr Baey stressed the need to ascertain the cause of the accident before the problem can be addressed.

He said: "The two boys were cycling, but they were crossing the traffic junction when that happened. I'm not sure whether a walking pedestrian would have suffered the same fate when that happened.

"So let us not jump to any conclusion that it is about cycling. That is why we need to understand the root of the accident and then address it squarely and promptly on that."

The brothers will be cremated on January 31.

SINGAPORE: MP for Tampines GRC Baey Yam Keng says authorities will review the junction of Tampines Avenue 9 and Tampines Street 45, following a fatal accident there.

Two brothers, aged seven and 13, died after their bicycle was hit by a cement truck on Monday evening.

The brothers Nigel and Donovan cycled around the Tampines estate frequently.

The tragic accident came as a rude shock to their distraught parents who said their sons were usually very careful on the roads.

Mr Francis Yap, the father of the boys, said: "It's very sad. As a father, I have lost two kids. I hope that those people driving on the roads think about other people's families also. For those small roads, it's better to travel within the speed limits and don't go so fast, especially if you drive a big vehicle. It's very dangerous. So you must take extra caution to safeguard other people's lives."

Authorities are also assessing if the routes for heavy-duty vehicles can be reviewed.

Tampines GRC MP Baey Yam Keng said: "Given that this incident involved a cement truck and because of the various projects that are happening in the area, (such as) public housing projects (and) MRT lines (construction), there will be more heavy vehicles in the precinct.

"So, I've asked the authorities to review the routes taken by these vehicles to see if there is any way we could re-route them so that they avoid areas which are near schools or where there are many pedestrians."

Monday's accident is the second fatal one at that road junction in the last 13 months. In December 2011, a 22-year-old unlicensed driver killed a pedestrian while rashly making a right turn from Tampines Street 45 onto Tampines Avenue 9.

Residents Channel NewsAsia spoke to also said that the particular road junction is accident-prone and hope more can be done to beef up the safety in the area, especially with schools nearby.

To equip riders with bike handling competencies, the Singapore Cycling Federation has rolled out two cycling certification programmes.

The first is the BMX certification programme that provides riders with an assessment on their level of competency in bike handling.

The other, which is the Bronze certification programme, is somewhat similar to the Highway Code and practical motorbike-riding lessons. It also aims to educate riders on what to do when faced with dangerous situations while riding on the road.

Education Minister Heng Swee Keat meanwhile said schools will step up road safety education and work with the police and the Land Transport Authority on further measures to enhance safety.

Separately, the principal of Tampines North Primary School, Madam Neo Lay Wah, said Donovan was a cheerful student who was well-liked for his pleasant personality. He was helpful towards his classmates and was always well-behaved.

The older boy, Nigel, was an ex-student from the school. He was a friendly and outgoing boy who was always willing to lend a helping hand to his classmates.

The school is in contact with the family and the priority is to support them during this difficult time. The school will closely monitor the well-being of the staff and students and extend counselling support to the affected teachers and students.

SINGAPORE: The driver of a truck which hit and killed two boys in Tampines on Monday has been released on police bail.

The driving licence of the man, who is 56 years old, has been suspended.

Investigations are ongoing.

The boys, aged seven and 13, were on a bicycle when they were hit by the cement truck at the junction of Tampines Avenue 9 and Tampines Street 45.

They died on the spot.

The driver was arrested at the scene.

SINGAPORE - The driver of the cement truck which hit and killed two boys at a junction around Tampines on Monday has been released on bail, news sources reported.

His driving license has also been suspended. He was arrested for causing death by rash act. According to the Straits Times, the driver is still "very traumatised" by the accident and is resting at home.

Driver also a safety instructor

According to colleagues of the driver whom Lianhe Wanbao spoke to, the 56-year-old is a safety instructor in charge of training younger drivers in the company.

The Singaporean man had joined Hi-Dynamic just 7 months ago.

Said a 29-year-old colleague, Mohammed: "He taught us how to operate the cement mixer and how to drive safely. He also told us which were the best routes to take when driving through Tampines."

Mohammed revealed that the driver used to listen to the radio for traffic alerts and warn other drivers whenever there was a traffic congestion.

"I never thought he would be involved in such an accident... I hope that everyone can forgive him," added Mohammed.

The Chinese evening daily reported that the driver, who has more than 20 years of experience, has three daughters and lives in the east. In an interview with his son-in-law, Rui An, 30, he said his father-in-law was so shaken after the accident that he broke down.

"He was crying when my wife picked up his call after the accident," said Rui An.

The two brothers, aged 13 and 7, were on a bicycle when they were hit at about 5.40pm on Monday. The accident occurred at the junction of Tampines Avenue 9 and Tampines Street 45.
