I think you could be correct, particularly the second possibility about membership and that organisation could be the university itself that wants to compare the two cities and the audience is probably the students. Q&A can be quite xiong.
Fook Gor, sometimes the organiser gets sponsors to finance the talk, flying the speaker in and paying for his food and lodging as well.
It is not uncommon too, that the funding of such talk are funded by membership fee of some organisation.
