When he was detained under the Internal Security Act (ISA) in 2008, Rijal Yadri Jumari, then 27, was earmarked to be a future leader of the Jemaah Islamiah (JI) network in Singapore.

As a member of the Al-Ghuraba JI cell in Pakistan that groomed young members to be future leaders, he was also said to be working to revive the JI's clandestine network after a crackdown on the terror group.

Rijal attended JI madrasahs overseas, was sent for terrorist training in Afghanistan and even met Al-Qaeda chief Osama bin Laden a few times.

Another detainee, Muhammad Fadil Abdul Hamid, was a 20-year-old full-time national serviceman who was arrested in 2010 after he made contact with a suspected Al-Qaeda recruiter online.

"Fadil was a self-radicalised youth who had the intention to wage armed jihad in Afghanistan and die as a martyr on the battlefield," said the Home Affairs Ministry (MHA).

Yesterday, it said that the duo - both Singaporeans - had been released from detention, along with a third man, Mohd Jauhari Abdullah, a senior JI member who was detained in 2002.

The trio were released between March and last month, but face restrictions over their movements and activities under Restriction Orders.

MHA also said that another 18 former detainees had their Restriction Orders lapse after they cooperated and responded to rehabilitation efforts.

    They are:

    Muhamad Ismail Anuwarul
    Abdul Nassir Anwarul
    Abdul Rashid Anwarul
    Othman Mohamed
    Salim Marwan
    Abdul Majid Niaz Mohamed
    Azman Jalani
    Faiz Abdullah Ashiblie
    Habibullah Hameed
    Mohamed Noor Sulaimi
    Munain Turru
    Naharudin Sabtu
    Nordin Parman
    Said Ismail
    Sanin Riffin
    Simon Sabtu
    Zulkifli Mohamed Jaffar
    Husin Ab Aziz
Husin was a member of the Moro Islamic Liberation Front, while the rest were JI members.
