Think will get one for wife, looks like an ideal tool for her Instagram. iPhone 5 really is still a little small for this purpose.

ipad mini uses nano sim form factor. there's no ipad4. the new ipad is renamed as ipad with retina display.

That is the problem. With iPad mini, you can share SIM card with iPhone 5. With iPad, you need to use a cradle to do this.

Long gone are the days when the OS were only updated only every 1 or 2 years.
This is especially true with the smartphone/iPad market. If Apple didn't add features, the masses of Joe Blow & Ah Sengs wouldn't buy the new products.

That's why it is important to know what you really wants to do with the hardware you get BEFORE you spend your $. Unless of course you have plenty of $$$ to spend on all the new gadgets.
