Minister updates MPs on border controls
BY LEE U-WEN
[email protected] @LeeUWenBT
PUBLISHED APRIL 15, 2014

ABOUT 7,000 Singapore passports were reported stolen or lost each year over the past five years.
During that same period, some 350 people were caught at Singapore's various checkpoints with passports that did not belong to them, or were forged or tampered with.

These figures were revealed in parliament yesterday, with several MPs wanting updates on the country's border controls in the wake of a security lapse in Kuala Lumpur last month that saw two passengers board the missing Malaysia Airlines Flight MH370 using stolen passports.

This raised fears that the plane's disappearance could have been linked to terrorism, and the Malaysian authorities came under fire for failing to check against Interpol's database of stolen and lost travel documents.

Senior Minister of State for Home Affairs Masagos Zulkifli shared that the Immigration and Checkpoints Authority (ICA) has been making use of Interpol's database since 2008, accessing it 29 million times a year as part of the passport document examination process.

Lyon, France-based Interpol, the world's largest international police organisation, has a database of more than 40 million passports that have been reported lost or stolen by 167 countries.

When ICA receives a report of a lost or stolen passport, it immediately cancels the document, updates its database and conveys the relevant information to Interpol, said Mr Masagos.

"ICA maintains our security with tight controls at our borders over persons who present stolen or lost passports," he said.

"At the same time, the security features of our Singapore biometric passport, and the education efforts and strict enforcement of laws regarding lost or stolen passports, help ensure that Singaporeans who travel face fewer queries and delays due to inquiries regarding their passports," he added.

ICA also actively taps into its network of global partners to exchange information on lost and stolen travel documents to prevent cases of infringements, said Mr Masagos. As for travellers trying to use a passport illegally, he stressed that all people entering or leaving Singapore were subject to stringent checks at the checkpoints.

On a related note, Deputy Prime Minister Teo Chee Hean updated the House on the enhanced security measures at the Woodlands checkpoint, which saw another person arrested last Sunday for failing to stop for immigration clearance. This was the third such case this year.

Besides tightening its coordination with the police, ICA has deployed mobile crash barriers at the checkpoint. There are plans to use tracking vehicles to stop cars from escaping if they manage to get past the barriers, said Mr Teo. He spoke of the need to strike a balance in ensuring a speedy clearance of people and goods while maintaining effective security checks, something which he admitted was not easy.

By the middle of this year, ICA, as part of its effort to enhance its clearance systems, will allow all Work Permit and S-Pass holders to be automatically cleared at the checkpoints. This, said Mr Teo, will benefit 95 per cent of all Malaysian motorcycle trips into Singapore.

Strange logic that Singaporeans are subjected to more stringent checks than permit and S-pass holders. I'm not sure if I have understood this correctly.

Tidal wave of residential supply

Malaysia is expected to be swamped with residential properties this year, in anticipation of a buying rush before the implementation of the goods and services tax (GST) in April 2015, according to PropertyGuru, Asia’s leading property portal.

Despite the central bank’s tougher mortgage rules, buyers will likely buy a house this year before they get too expensive due to the GST, said PropertyGuru’s Malaysia Country Manager Gerard Kho.

As such, Bank Negara Malaysia (BNM) should implement measures to prevent panic in the market, which could negatively affect the country’s housing sector.

Nevertheless, the property buying trend in Malaysia is still “looking good”, especially in major urban centres such as Johor, Penang, Selangor and Kuala Lumpur, noted Kho.

“We have seen consistent strong search of properties in these areas from our portal. Search of apartment/condominium and terrace/link house seem to be on the rise compared to semi-detached units and other high value properties.” But the most noticeable is the strong demand for mid-tier properties.

In terms of prices, residential values are still rising despite the government’s anti-speculation measures. In fact, the national house price index rose by 10.1 percent year-on-year in Q3 2013 compared to a 11.9 percent growth in 2012.
Looks like the implementation of the GST gota increase the price of many many raw materials and even finished products, which would inadvertently lead to an increase in the sale price of houses or general properties.

Specifically, nominal home prices in Kuala Lumpur rose by 14.4 percent, with current prices at RM650,000 on average. This was followed by Selangor where prices average RM400,000, revealed the Valuation and Property Services Department (JPPH).

Furthermore, home prices have soared in Johor by 20.4 percent, while those in Negeri Sembilan and Pulau Pinang have increased by 6.3 percent and 14.3 percent respectively.

In Buriram, Thailand during Songkran (which is going on now) the CEO of Buriram Football club will make trouble makers at the yearly festival, fight 1-on-1 with professional Muay Thai fighters in the ring. Almost all will back down when they are alone and those who go through with it, gets floored!

Biometric clearance only for motorcycles.... It's not significantly faster than clearing for Singaporeans. Anyway, in ST today, Teo Chee Hean mentioned that 20 of 30 new car counters being planned for in 2016, are currently in operations at Old Woodlands Checkpt, during peak periods, Sundays and public holidays.

At least they are reacting to LHL's comments about improving vehicle flow...

Reacting and Action is a total different thing altogether..at Tuas during peak period everyday..not many counters are open in operation, so why take the effort to build so many when it is not fully make use of....damn

HH is the hardest to break inside, really. There is no need to spend time and effort to go inside to rob.

The security is already tight and after I moved away ( cos no money ), they imposed two levels of card access clearance. Either they got too much cash or they are very on

Heard HH got robbery case recently?

i think this incident in Msia is alarming and people should know a Msian teenager get bashed to death for being public spirited and speaking out against bad behaviour.

Singapore also got people bashed to death, unless such incidence is a frequent affair, you are just skewing the perception by extending beyond jb or even Johore, rioting also an issue now in Singapore, latest in cck area, after the little India incident.
