From the video we can see that the problem is not with DPM Teo but misconception by immature students.
The mode of conversation was a casual, not a formal one. I don't think DPM Teo was avoiding the questions but trying to make the students think. I just do not know what is there to be frustrated about.
Besides, by watching only sniplets and not the entire session, there is no way one can tell what actually happened.

We don't want people who only know how to give canned answers but to answer in such a way to make people think. Thats what Teo Chee Hean did exactly.
His communication skills are legendary as he made his case against the opposition in the parliament and the BE so clearly when the situation warrants it.
Notice that we do not see any counter to Teo's pointers against the opposition on the opposition infested net. Notice these people only want to demonise him, not what he said.

1) No such "dialogue" takes place unless fully rehearsed like NDP
