【明報專訊】特首曾蔭權獲富豪朋友招呼乘用私人遊艇、私人飛機服務,以及在深圳租住逾6000方呎豪宅曝光後,有政黨昨到廉政公署門外要求介入調查,今日亦有另一政黨聲稱會向廉署投訴。據接近廉政公署的消息人士指出,廉署研究了目前報章披露的情節後認為,若內容屬實,曾特首已涉嫌干犯《防止賄賂條例》第四條及普通法下的「公職人員行為失當」罪行,若收到舉報,廉署有足夠法律依據對曾特首展開調查。
社民連今晨會到廉政公署舉報曾蔭權,促廉署秉公執法,表明「天子犯法與庶民同罪,曾蔭權亦不例外」。民主黨昨到廉署示威,並去信廉政專員,要求調查曾蔭權有否在履行公職時,向涉及的財團提供協助和優待,從而收取延後報酬。不過,廉署發言人昨回覆,不評論個別個案。
曾蔭權昨封口 拒答租豪宅問題
曾 蔭權昨晨到教堂及外出午膳時,被傳媒問及租用豪宅時沒有回應。出租深圳東海花園予曾蔭權的深圳東海集團董事局主席黃楚標昨接受傳媒訪問承認裝修費由他負 責,但拒透露曾蔭權繳付的市值租金金額(見另稿)。負責單位設計的何周禮建築設計事務所創辦人何周禮昨回覆稱,單位的設計裝修費用及何時完工等涉客戶私 隱,不方便透露。
接近廉署消息﹕涉干犯行為失當罪
接近廉署的消息人士指出,普通法下的「公職人員行為失當」罪行,適用於當前 的情况,特首按照香港法例和普通法,顯然屬於公職人士,他享用了富豪朋友提供的私人遊艇和私人飛機服務,如果這些服務的真實價值遠遠超出他所支付的象徵式 費用,在法律上有可能構成行為失當。按照冼錦華案(高級警務人員收受妓女集團提供免費妓女服務)的先例,控方毋須證明被告人收受利益與其公職上的作為或不 作為有關連。
消息人士又指出,《防止賄賂條例》第三條和第八條,本來更加適用於調查報章披露的曾特首涉嫌「官商勾結」的情節,第三條禁止公 務人員未經許可索取或接受任何利益,第八條禁止任何人與政府或公共機構交往時,無合法權限或合理辯解而向政府或公共機構僱員提供任何利益。若這兩條適用, 成功檢控的機會較大,因控方毋須證明利益的提供或接受是否與公職行為有關連。
不過,2008年立法會修訂《防止賄賂條例》時同意了政府建議,豁免特首受這兩項防賄條文規範,故廉署不能引用第三條和第八條,只能考慮《防止賄賂條例》第四條。
是否檢控還看證據
根 據《防止賄賂條例》第四條,行政長官不論身在香港或其他地方,若無合法權限或合理辯解而索取或接受任何利益,作為他作出或不作出、加速、拖延、妨礙或阻止 其任何行政長官的作為,即屬犯罪。消息人士指出,這項條文舉證難度較大,因要證明利益收受與公職上的作為或不作為有關連。雖然這條文適用於香港境內和境外 提供的利益,理論上在深圳租用豪宅一事若涉及利益授受,亦可調查;至於享用私人遊艇和飛機,部分航程發生於香港境內,更加可以引用這項條文作調查依據,但 這類涉及境外活動的利益瓜葛一般較難證明,香港執法機構蒐集境外證據亦較困難。
消息人士強調,廉署必須依法辦事,收到舉報後,如果有法律依據,便要展開調查,但展開調查不等於日後有足夠證據提出檢控,法律上必須假設被舉報人士是清白的。
學者﹕犯法否視乎第三者估價
港大法律學院助理教授張達明表示,曾蔭權有否觸犯法律,要視乎他所付市價有無獨立第三者估價,若其他人可享同等待遇,便不會有問題,否則可構為罪行。他並質疑「到底(付市值租)有無掛羊頭賣狗肉?還是如一般人說,你出豉油他出雞?」

Chief Executive Donald Tsang Yam-kuen yesterday faced accusations he might have breached the bribery law in a private visit to Macau, during which he stayed on a luxury yacht offered by a tycoon friend.
Tsang's office denied that he violated the law, saying he paid a "market price" for the benefits.

Legislators at a special meeting voted down a request by People Power lawmaker Albert Chan Wai-yip to demand answers from Tsang over his weekend in the gambling enclave.
A spokesman for the chief executive's office said Tsang and his wife, Selina Tsang Pou Siu-mei, who went to Macau for a tomb-sweeping visit from Friday to Sunday, paid for their own ferry trip to Macau. The couple had been "accommodated and ate a light breakfast on his friend's yacht during their trip", the spokesman said, but did not have a luxurious lunch or dinner on the boat as suggested by media reports.
It is not known whether the couple stayed on the boat for one or two nights. The spokesman said Tsang had paid for related expenses before returning to Hong Kong, but refused to disclose the amount of the reimbursement to "his friend".
In a press release issued last night, the spokesman said Tsang had accepted his friend's invitation to return to Hong Kong on the yacht, and Tsang had paid for the voyage "at the market price, which is equivalent to the price of a ticket brought for the ferry".
The ferry ticket from Macau to Hong Kong costs HK$150 to HK$300.
As for the tri-deck luxury yacht on which Tsang stayed, one of them, the Moon Sand, costs about HK$6,000 a day to rent, according to a yacht website.
Barrister Albert Luk Wai-hung said the lack of transparency had created the suspicion that the chief executive may have breached the anti-corruption law.

Lawmaker Audrey Eu Yuet-mee said: "He [Tsang] should make it clear when he made the payment and how much he paid."

Lawmaker Lee Wing-tat said Tsang's visit was inappropriate. "Who knows whether there were benefits transferred between the CE and the tycoons, or whether the CE will work in the business sector after his retirement?"
Oriental Daily reported the couple were accompanied by tycoons Thomas Lau Luen-hung of Lifestyle International Limited and Charles Ho Tsu-kwok, chairman of Sing Tao News.

The latest version of the Prevention of Bribery (Amendment) Ordinance 2008, whose amendment was supervised by Tsang, imposes restrictions on the chief executive in respect to any acts of "solicitation and acceptance of advantage and possession of unexplained property". He also must make known all gifts with an estimated value exceeding HK$400.


The chief executive's office did not reply to a Post question about whether any part of Tsang's Macau trip would be registered on the gift list. The spokesman said there was no needed for principal officials to declare benefits given by friends while they were on leave. "The CE is not subject to the Code for Principal Officials under the Accountability System," he said. "But, still, the CE has always obeyed the code."

Chief Executive Donald Tsang Yam-kuen, who was on a private tomb-sweeping trip to Macau at the weekend, was photographed attending a casino-resort banquet there together with junket operators and high rollers, a move which has drawn criticism at home for a lack of political sensitivity.
The banquet was a spring gathering of the Li Ying Club - a VIP club at the luxurious City of Dreams resort - which reportedly invited some 800 guests to the feast. Hong Kong's Oriental Daily newspaper claimed that many of the guests were local junket operators running gambling-related syndicates in Macau, and high rollers, influential people in the city but with dubious backgrounds.
According to protocol, Hong Kong's chief executive and bureau chiefs must announce vacations and visits outside Hong Kong. Tsang's trip to Macau went unreported.
Tsang and his wife, Selina Tsang Pou Siu-mei, were attending the banquet when they were photographed by Hong Kong journalists. Tsang, who was dining with other guests, appeared embarrassed and surprised when he was approached and photographed by a journalist from Oriental Daily. He briefly tried to shield himself from the camera with a hand. The couple left the room with some other guests shortly afterwards.
According to Oriental Daily, Tsang was sharing a table with tycoon Thomas Lau Luen-hung and Sing Tao News chairman Charles Ho Tsu-kwok.
Macau bans its civil servants from gambling. There is no equivalent rule in Hong Kong. There were no officials from Macau at the banquet.
A spokesman from the Hong Kong Chief Executive's Office said yesterday that Tsang and his wife had not done anything improper and that they did not go to a casino. Tsang was in a hotel part of City of Dreams and did not enter the gambling floor.
"Tsang was on a short trip to Macau last weekend on a private visit, which also included tomb sweeping," the spokesman said.
He said there was no need to announce a short visit.
The spokesman said the couple "spent time with friends" to watch a show by Taiwanese singer Fei Yu-ching at a "hotel". He said Tsang decided to leave early because he did not want to disturb other guests after he was spotted by journalists.
The spokesman said the chief executive was "not aware" of the background of other guests. The City of Dreams was unreachable for comment. Many critics yesterday said the visit was inappropriate.

"The chief executive is a 24-hour job," said lawmaker Wong Sing-chi. "I think there should be an acting person in Tsang's absence, no matter how short it is. It has to be made sure that there is someone to lead Hong Kong." Wong said Tsang should avoid being associated with a casino. "The incident may show that he is being careless about his duties."
Tsang is going to step down in a few months after completing his second term as chief executive.

【明報專訊】特首曾蔭權向香港數碼廣播大股東黃楚標租用深圳豪宅,惹起社會關注是否涉及利益輸送。身為業主的深圳東海集團今日在報章刊登啟事,指單位的裝修工程預算少於人民幣300萬元,每年租金則為80萬元人民幣,曾蔭權承租3年,並可以就裝修給予意見。換言之,曾蔭權3年租金為240萬元人民幣,較單位裝修費少60萬元人民幣。
有議員質疑,按東海集團的啟事,豪宅明顯為特首度身訂做,代價亦與享用的住宅價值不成比例,有必要親到立法會解畫,若證實有關作為與公職身分有關,或可能觸犯防止賄賂條例。
由黃楚標出 任董事局主席的東海集團今日在報章刊登澄清啟事,東海表示,該複式單位原為會所,公司按計劃重新裝修成出租住宅,委任設計師何周禮負責室內設計,由集團施 工部展開工程,工程預算少於300萬元人民幣(約369萬港元),而非傳媒早前報道的1700萬元。東海承認,租客可就裝修給予意見,又強調集團在香港並 無業務。
東海聲明﹕租客可給裝修意見
聲明並透露,特首的租金每年80萬元人民幣,3年共240萬人民幣(約295萬港元),當中不包括水電、衛生費、工人、司機或其他額外服務費用。
民主黨立法會議員涂謹申認為,特首付出的租金,明顯低於單位價值,曾蔭權有必要親自到立法會解釋背後有否利益交換,以及有否申報與黃楚標的關係等。
公民黨立法會議員湯家驊亦質疑,若曾蔭權並非以特首身分,是否可用這樣的租金租住單位,業主又會否容許他就裝修給予意見,認為事件匪夷所思,做法相當有問題;若證實與其公職身分有關,或可能觸犯防止賄賂條例。
工黨今遊行 促特首交代
工黨今日發起「踢爆小圈子選舉頒獎禮」遊行,促請曾蔭權公開交代涉嫌利益輸送始末,今午3時由中環皇后像廣場集合,途經長江中心,諷刺選舉只向地產商等權貴傾斜,目的地是到禮賓府並向曾蔭權頒發「腐敗獎」。
李 卓人表示,曾蔭權近日連串事件最能突顯小圈子選舉問題,前日已獲立法會內會通過在周三大會提出緊急質詢,要求曾蔭權現身解畫,就近日被傳媒披露的款待詳情 和付出金額、政府官員守則是否適用於特首,以及行政會議作決策時,特首有否申報交代,「會否昨日坐私人飛機去布吉,今日開會傾大老山隧道?」李卓人說,若 得不到足夠資料,下一步會提出運用《權力及特權法》,甚至啟動彈劾機制。
民陣料周六逾萬市民上街
至於民主黨、民協及人民力量 昨分三線出擊,分別遊行至政府總部、特首辦公室及禮賓府,其中,民主黨成員要求曾蔭權公開交代涉嫌利益輸送事件,否則不排除引用《權力及特權法》傳召他到 立法會,並批評他選擇向部分傳媒交代事件的部分內容,拒絕承認過失,廉潔操守遠低於市民期望。人民力量成員則炮轟連串事件顯示曾蔭權有以權謀私之嫌。
民陣本周六亦會接力,號召市民由維園出發遊行至政府總部,要求全民普選取消小圈子選舉,初步向警方申請5000人參加,鑑於近日群情洶湧,相信當日會有逾萬市民上街。

【明報專訊】立法會主席曾鈺成最快會在明日公布是否參選特首,另一名爭取入閘的新民黨主席葉劉淑儀表示,如最終不參 選,不會公開擬提名她的選委的身分和數目。葉劉淑儀透露,在過去幾日有本來已決定不提名的選委轉軚支持她,強調未來幾天「很關鍵」,將會向工程界及基督教 選委拉票。

一直不肯透露已拿到多少提名的葉劉淑儀,昨日以「軍事機密」形容拿到提名票數目。她接受商台《政經星期六》訪問,形容自己是一個「道德標準較高」的人,「無本事挖黑材料,無本事拉攏、埋堆利益集團」,又說今次選戰連特首也捲入醜聞,她參選是希望讓選委有多一個選擇。
葉劉淑儀「大打開口牌」,說如果民建聯的曾鈺成最終決定不參選特首,自己入閘機會較高,因為個別民建聯及工聯會選委,能更容易給她提名。她說明日已約兩名外籍律師拉票,未來亦會爭取工程界及基督教選委支持。
葉劉淑儀前晚約見醫學界選委,選委蔡堅承認,「係咪要有個人出來撥亂反正,是一個很需要考慮的因素」,但說要改變不提名的決定,「需要很大一致同意」,暫無打算提名任何人。

【明報專訊】特首曾蔭權接受款待風波擾攘一周,他昨日終於承認「自以為是」偏離港人期望,並證實去年底至今年初批出香港數碼廣播的牌照時,他正物色深圳單位並簽約,但無申報該公司股東黃楚標是其未來業主。
曾蔭權昨日亦交代了所繳租金、4次接受款待的自付費用,但大部分均低於市價,再加上捐酒後扣稅,估計曾蔭權共省了近88萬元。有議員敦促他盡捐所節省款項,並向公眾致歉。港大法律學院陳文敏直指曾蔭權是在破壞廉潔。
特 首曾蔭權昨接受商台《政好星期天》訪問時承認,批出香港數碼廣播牌照時沒有申報利益。「我當時的的確確沒想過,在深圳而不是在香港,且只是有意向,仍未正 式租住,他們公司裏(香港數碼)其中一個股東的物業,僅租一個短時間,我當時的的確確沒有意會到要申報,要申報理由亦很牽強,而且申報亦不會有很大影響, 所以沒有申報,這裏(我)有一個很好的原因。」
上月批酌情權 本月簽租約
事實上,曾蔭權與妻子於2010年表示有興趣租住香港數碼廣播股東黃楚標持有的東海花園單位,同年4月,政府接獲香港數碼廣播申請數碼廣播牌照。至上月20日,曾蔭權酌情批准不合資格的前教統局長李國章出任香港數碼廣播的主席及董事。至本月,曾蔭權簽訂租約。
曾蔭權強調是以市值租金,即約100萬港元租住單位一年,並簽訂了3年租約。但本報上周向深圳地產代理查詢,相關單位市值租金估計約達9.8萬港元,即曾蔭權要付的3年租金,與市價相差57.6萬元。
另外,曾蔭權4次接受外遊款待,除了為包機飛日本的旅程,與妻子共分攤了18.8萬元較貼近市價外,乘私人飛機往泰國布吉所付的5900元,較租私人飛機少6.9萬元,兩度乘遊艇由澳門返港所付的500元,亦較租私人遊艇的市價少4833元。
豪遊加扣稅 料省88萬
換言之,曾蔭權4度接受款待、租豪宅所付金額,較市價少了近65.5萬元,再加上捐酒扣稅推算所得的22.5萬元,估計曾蔭權共節省近88萬元。
曾蔭權承認「自以為是」﹕「雖然我這45年的公務,做事規行矩步、依足本子,依足規矩去做事,以為自己對得住良心,市民就接受,但現在時代變了。大家的期望已轉變,特別對特首的期望已經提高了。」
曾蔭權稱自己較回歸後首屆政府所守規矩嚴謹,但市民仍質疑其誠信,令他「很傷」。他更罕有地感謝傳媒,讓他明白市民的期望,出任公職要「白過更白」。
推說時代變了 陳文敏斥藉口
不過,港大法律學院院長陳文敏反駁﹕「時代根本無變,香港一向不接受(官員收受利益),如有D8官員申請接受富豪邀請坐私人飛機去布吉,你批不批?所謂時代轉變是藉口!」
陳 文敏直指曾蔭權事件比特首候選人唐英年僭建更嚴重,因涉個人誠信,且他正在破壞廉潔公務員這重要一環。「最令人關注是他付5000元坐私人飛機,攤分本可 以接受,他明知坐私人飛機的成本,何不付款?……為何有酒店不住而住遊艇?這些都是直接利益,你爭得人情,總要還!」陳文敏認為,新鴻基地產與政府關係千 絲萬縷,曾蔭權尤其不應接收地產的物品(指送健身器材)。
民主黨公務員事務發言人張文光批評,曾蔭權因「貪小便宜」,現要面對巨大的信任危 機,即使他已付款,但金額與公眾理解有明顯差距,促他把4次款待、租屋與市價的差價,再加上捐酒扣稅的差價,全數捐給慈善機構,以平息公眾對他的不滿及憤 怒,再向公眾致歉,並要到立法會交代有否以權謀私。

【明 報專訊】特首曾蔭權獲富豪朋友招呼乘用私人遊艇、飛機,在深圳租住逾6000方呎豪宅,以至收受朋友送贈紅酒等事件,據悉廉政公署昨日開會後已決定「按本 子辦事」,破天荒對行政長官立案展開調查,並會先派員做好事實證據的蒐集工作,不排除有需要時要求涉案人如特首及相關富豪向廉署提供資料,調查不會隨特首的任期終結而結束。
此外,特首辦昨晚表示,曾蔭權將出席周四(3月1日)的立法會特別答問會,就款待事件接受議員的提問,公開交代接受款待及租屋事宜(見另稿)。
調查焦點:深圳單位紅酒饋贈
由於民主黨及社民連上周四到北角廉署總部舉報特首,廉署執行處高層昨日開會,決定就此案立案展開調查。雖然多份報章過去兩星期有大篇幅報道特首接受款待的情况,但廉署必須先作客觀證據的調查,以便掌握有關款待或租樓的實質證據。
據了解,雖然特首任期只餘下4個月,但廉署的調查不會因其任期完結而結束,縱使他退休,仍會繼續調查。除了私人遊艇款待外,初階段調查的焦點會包括特首租用香港數碼廣播股東黃楚標持有的深圳東海花園單位,以至接受紅酒等禮物的饋贈。
涉案人除了可能觸犯《防止賄賂條例》或「公職人員行為失當」,究竟相識多年「朋友」向公職人員提供「搭車搭船」等便利是否屬「利益」,有待諮詢律政司方面的法律意見。
被查者可拒作供
調 查另一為人關注點,是廉署破天荒查特首及事涉多名富豪,有關人等會否願意助查。據熟悉廉署運作人士指出,被調查者有權保持緘默及拒絕向廉署作供,執法機關 需要在其他環節蒐證,如證據充足,便可拘捕有關人等。當然,執法機關如擔心涉案人「毁屍滅迹」,亦可以此為依據拘捕有關人等。
廉署執法權還有一「尚方寶劍」,即調查若涉及《防止賄賂條例》的罪行,廉署可運用該例第14條賦予的特別權力,向高等法院法官申請頒令「書面通知」,要求有合理理由相信能就案件提供重要證據的第三者,在宣誓下於指定限期內回覆廉署的查詢。
梁錦松買車被查 僅交陳述書
在2003年前財政司長梁錦松涉偷步買車案,前刑事檢控專員江樂士證實,梁在廉署調查期間,沒有到廉署落口供,只是透過律師提交陳述書,解釋買車經過。該案因欠缺足夠證據,無法確定梁錦松是否蓄意及為了避稅而沒有在政府調高汽車首次登記稅前申報買車,最終沒有提出起訴。
廉政公署發言人接受本報查詢時表示,不評論個別事件,所有貪污投訴均會保密處理。任何涉及貪污行為的根據,不論涉及任何人,廉署都會根據法例,依法跟進。

Sources say the ICAC will investigate complaints relating to the Chief Executive Donald Tsang's trips with tycoons and his renting of a luxury home in Shenzhen. Several groups have lodged complaints with the anti-graft body, urging it to investigate whether Mr Tsang breached anti-bribery laws. However, a spokesman for the ICAC said they would not comment on individual cases. He said the ICAC would keep all complaints confidential, and it would carry out investigations according to law, regardless of who the individual was.

特首曾蔭權宣布,決定取消租住深圳東海花園單位,並因事件動搖市民對制度的信心致歉。
曾蔭權在立法會答問大會上表示,他從事公務工作45年,尚有3個月退休,他由二級行政主任做到行政長官,一向自問誠信沒問題,公平執法,深信不疑,但近日遭傳媒報道乘搭私人遊艇及飛機及租住深圳單位,他承認連串的報道令公眾質疑他的誠信。
他 強調,沒有什麼可隱瞞,起初新聞報道時,他認為按規矩辦事,對得住良心,所以主動打電話上港台,交代事件,但其後傳媒報道質疑他租住發展商單位、紅酒事件 及中東搭王室飛機,指控每日由各方而來。他承認在處理事件時,與公眾期望有落差,不論指控是真還是假,市民很可能相信。
他其後逐一交代涉及 乘私人遊艇、飛機、澳門豪宴、售紅酒及租住深圳單位事件。他表示,今日到立法會不是挽回公眾信心,而是希望挽回公眾對制度的信心。曾蔭權說話到最後時,一 度停頓,面容扭曲,聲音顫抖。他表示,經與太太商量後,決定撤回東海花園的租約,並就事件令公眾憂慮,動搖市民對制度的信心,向公眾致歉,他希望大家不要 對制度失去信心,他會做好工作,配合廉署的調查。

【明 報專訊】本報接獲不同爆料人指出,特首曾蔭權夫婦曾入住澳門威尼斯人度假村專供賭廳大豪客入住的Palazzo套房,特首辦公室上周四回覆本報查詢時,承 認特首夫婦於2007年12月平安夜確曾入住Palazzo套房,但指房間是由次子曾慶淳和女友安排,並非曾蔭權所訂,又強調沒有接受酒店或賭場中人的款 待,不過就不知道收費詳情。
次子指住另房 年報顯示當年未落成
曾慶淳上周六書面回覆本報時,提出了另一個版本的說法,指 他們入住的不是Palazzo套房,而是威尼斯人旗下另一豪華房間,名叫Paiza Mansions(御匾豪園),不過,本報發現Paiza Mansions是於09年7月才落成,曾氏父子根本沒可能在07年平安夜入住,再追問下,曾慶淳改口稱「不排除酒店在07年後把房間進行裝修並更改名 稱」。曾氏父子3日內3種講法,令真相愈趨模糊。
特首辦上周四晚在回覆本報電郵中,兩度承認07年12月入住Palazzo套房,指這是特首次子曾慶淳和其女友所訂的,更是「行政長官唯一一次入住Palazzo套房」。
子稱家庭聚會 絕無賭博
但至上周六下午,曾慶淳回覆本報稱,他們曾入住的並非Palazzo套房,而是Paiza Mansions,不過,本報翻查威尼斯人母公司金沙中國的2010年度年報,Paiza Mansions是於09年7月才落成。
本 報昨午就此矛盾再追問曾慶淳,曾慶淳昨晚8時回覆電郵稱﹕「我記憶中07年入住的套房和網上Paiza Mansions的照片和規格是一致的……不排除酒店在07年後把房間進行裝修並更改名稱。」他又強調那次純粹是家庭聚會,絕對沒有賭博。不過,年報清楚 寫明「Paiza Mansions於09年7月竣工及推出」,沒有資料顯示這是一項翻新裝修工程。
Palazzo套房 不對外開放預訂
根 據威尼斯人去年12月的新聞稿,威尼斯人共有8間Palazzo套房,每間超逾6000方呎,不對外開放預訂,只供獲邀貴賓入住。本報記者假扮客戶查詢管 理公司「御匾會」及櫃台職員,得悉自07年威尼斯人開幕以來,Palazzo套房一直只供賭廳大豪客或賭廳廳主特別安排者,方可入住。
至於 曾慶淳聲稱入住的Paiza Mansions,公司網頁顯示,其豪華套房面積介乎近4000至逾8000方呎。金沙中國年報則列明,這些房間只接待獲邀貴賓。本報昨午致電Paiza Mansions接待處,職員說,Paiza Mansions房間須由賭廳預留,並須先由賭場公關安排。
有澳門酒店從業員向本報表示, 曾目睹曾蔭權夫婦於08年金融海嘯後的某日入住Palazzo套房,該套房設有私家泳池;日子與特首辦的說法有出入(詳見特首辦回覆全文)。爆料人又指 出,翌日凌晨2時許,兩名聲稱是曾蔭權兒子或其表親的人,要求探訪曾蔭權夫婦,但工作人員不敢打擾特首,結果由賭廳負責人安排一間700方呎普通房給二人 留宿。
本報曾向威尼斯人公關部查詢,對方以客戶資料須保密為由,拒絕披露特首是否曾入住等相關資料。
議員質疑住賭廳套房違守則
立法會議員李永達質疑特首次子入住上述套房時,尚在求學,是否夠面子入住這類超豪賭客房?由於現時特首尚未詳細解釋誰付房租,兼且一般公務員若入住這些賭廳套房,很有可能違反公務員守則,故他會於本月21日的立法會大會,提出以特權法調查曾蔭權。
公務員工會聯合會總幹事梁籌庭批評,曾慶淳聲稱07年入住的Paiza Mansions當時根本未開業,「是否兩父子根本沒有溝通?抑或媒體的突襲,令他們措手不及,暴露了這些矛盾疑點?」他促請特首清楚交代,是否有賭廳中人免費接待他兒子。
