A man threatened to kill himself unless the HDB agreed to repair his floor tiles.

Mr Huang (48, unemployed) laments that the floor tiles in his flat, located at Jurong West Street 93, have long cracks and are uneven.

He had lodged a complaint to the Housing Development Board (HDB) in April this year but found that the HDB won't help him repair the tiles.

HDB explained it had refused to help Mr Huang as checks at the time revealed that the tiles were damaged from ordinary wear and tear.

At the time, the HDB suggested to Mr Huang to repair the wooden flooring and folding doors in his home, which had sustained water damage.

Regarding the water damage, Mr Huang explained, "We had moved into this flat for only a year when the paint on the walls started peeling and water started coming out of the floor tiles."

A check by HDB at the time found that a water pipe in the wall had burst. This resulted in Mr Huang's water bill soaring from $80 a month to $280.

HDB however, maintains that it had resolved the earlier issue of the burst pipe.

At this point, Mr Huang refused to relent and instead threatened HDB with suicide if the tiles were not repaired.

HDB conducted another check in September and found that the tiles were 30% hollow.

At this, HDB agreed to repair the tiles for Mr Huang but the matter did not end there.

According to a HDB spokesperson, Mr Huang requested to change his tiles to wooden flooring instead, but Huang refused to pay the price difference for the different kinds of flooring.

The spokesperson added that Mr Huang eventually agreed to change to HDB's tiles but asked for a Europe-imported tile instead.

When HDB staff explained to Mr Huang that HDB does not provide such tiles, he allegedly used vulgarities on the staff and challenged them to call the police.

Mr Huang explained to reporters that his family is not wealthy and he had hoped to come to a resolution with the HDB.

He also revealed that he is unable to work and his wife is the sole breadwinner in his family of five.

The matter only came to a resolution when Mr Huang finally agreed to HDB's proposed floor tiles.
