Manila: Former Philippines president Gloria Arroyo remained in hospital due to fluctuating blood pressure, prompting her to postpone her trip to Singapore even after the justice secretary receiving a copy of the Supreme Court's ruling allowing her to leave for medical treatment.

"She has decided not to go. Her blood pressure has been fluctuating. She is now resting at St Luke's Hospital in suburban Taguig," said spokesperson Raul Lambino, adding the former president stayed Tuesday night at the hospital after immigration officials prevented her from leaving for Hong Kong to take a connecting flight to Singapore.

"The Arroyos might try to leave on Thursday morning. She has not yet cancelled her appointment with a specialist on hypoparathyroidism in Singapore on Thursday [today]," said Lambino.

The Arroyos will leave for Spain, where the former president has an appointment with a bone marrow disorder specialist. She also has a scheduled meeting in Germany on November 27, spokesperson Elena Bautista Horn said.

"They are hopeful of returning and spending Christmas in the Philippines as soon as the treatment is completed. We are praying that the diagnosis of her case will not turn complicated," said Horn, adding the House of Representatives has allowed Arroyo to stay abroad until December 5.

At the same time, the Arroyos asked their lawyers to file indirect contempt charges against Justice Secretary Leila de Lima who defied the Supreme Court ruling by issuing a directive to immigration officials and airport managers not to allow Arroyo and her entourage to leave the country on Tuesday night.

Immigration Director Eric Dimaculangan could not show Justice Secretary de Lima's written directive asking the Department of Transportation and Communications to order airport officials to prevent the Arroyos from leaving, explained lawyer Ferdinand Topacio.

Recalling how he reprimanded an immigration official for trying to confiscate the travel documents of the Arroyos, Topacio said, "I told them the passport is the property of the owner, you can't deprive them [the Arroyos] of travelling."

"The incident at the airport on Tuesday was a harrowing experience... Never have I seen an arrogant display of executive power," said Topacio. Justice Secretary de Lima received from the Supreme Court a copy of the TRO on Wednesday morning, said Supreme Court spokesman Midas Marquez, adding, "I'm calling executive officials, especially those who have received copies of the TRO, to implement the order."

MANILA, Philippines—A Philippine court issued an arrest warrant Friday for former President Gloria Macapagal Arroyo on electoral fraud charges as part a high-profile tug of war to prevent any chance of her turning fugitive.

Arroyo denies any wrongdoing and accuses the government of violating her rights by stopping her from leaving the Philippines for foreign medical treatment for a bone ailment. Her lawyer, Ferdinand Topacio, said the government had filed charges with "indecent haste" in what he called an "emerging pattern of persecution."

The Supreme Court earlier Friday upheld her right to travel, but a lower court, where the formal charges were filed, later issued a warrant of arrest that effectively bars her from leaving.

Arroyo was recovering in the hospital since her failed attempt to leave the country Tuesday, and it was doubtful she would be immediately hauled to jail given her medical condition.

"The order for the warrant of arrest has been given to law enforcers," said clerk of court Joel Pelicano. "The lawyers have all legal options. Hospital arrest is possible. The arresting officers will look at her health if that is needed."

In a drama that has galvanized the Philippines, Arroyo, sitting in a wheelchair and wearing a head and neck brace, was turned back Tuesday night from boarding a flight out of Manila. Authorities said she was still under investigation and might become a fugitive.

Her successor and staunch critic, President Benigno Aquino III, was overwhelmingly elected on promises to rid the Philippines of corruption and has said he wants to start with Arroyo.

The former president sought help from the Supreme Court, which issued a temporary clearance for her to travel and again reaffirmed it Friday. But the government ignored it, saying national interest and uncovering the truth was more important than an individual's right to travel.

"It is our desire that truth and accountability prevail and that the Filipino people be given the justice they truly deserve," Justice Secretary Leila de Lima told reporters.

The Commission on Election on Friday filed election fraud charges, which carry a penalty of 40 years imprisonment. Arroyo legal spokesman Raul Lambino said the case against her has been fabricated.

"This is a high form of injustice," Lambino said.

The charges stem from allegations that Arroyo conspired with officials to tamper with results of 2007 congressional polls to favor her candidates.

After stepping down last year, Arroyo, 64, was elected to the House of Representatives and immediately faced at least half a dozen complaints, also alleging she diverted state funds for her campaign effort and benefited from foreign contracts.

The Justice Department is still investigating the other complaints.

Arroyo would be the second Philippine president to face trial, after her predecessor, Joseph Estrada, was toppled in a 2001 military-backed revolt on corruption charges and sentenced to life. He was later pardoned by Arroyo.

A GREAT FALL - By Girlie Linao - FORMER Philippine president Gloria Macapagal Arroyo must have looked pitiful in a neck and body brace while being served an arrest warrant in her hospital room for electoral fraud charges. But the arrest, which happened out of public eye, titillated many Filipinos who have been waiting for retribution for alleged abuses during her nine-year tenure as president that ended last year.
“I am so happy with the news,” said Elvie, a migrant worker who called a Manila radio programme discussing Arroyo’s arrest last Friday. “I am very glad to see that the laws are again working in the Philippines.” “Congratulations to Justice Secretary Leila de Lima and to President Benigno Aquino III,” added another caller. “They did good for the country.”
Arroyo, now a member of Congress, has been under investigation since August for alleged election fraud, accepting bribes and kickbacks, and other irregularities during her administration. Last Friday, the Commission on Elections filed a case of electoral sabotage against her at the Pasay Regional Trial Court in Manila.
She became the second former president to be arrested for criminal charges. Her predecessor, Joseph Estrada, was sentenced to life for corruption after being ousted, but was pardoned by her.
Police said Arroyo was allowed to stay under “hospital arrest” due to weak health. One officer described her state as “pitiful.” The 64-year-old former president has been wearing a neck and body brace since August after doctors failed to fix a pinched nerve causing her extreme pain when she moves.
She also suffers from high blood pressure, hypoparathyroidism and bone mineral disorder, according to her doctors.
Arroyo’s ailing health did not temper the excitement of some about the possibility of seeing her behind bars.
“I feel a little bad for her, but what happened is karma getting back at her,” said a bus driver named Edwin. “It’s payback time for her cheating and betrayal of the Filipinos.”
Electoral sabotage is non-bailable and punishable by life imprisonment.
Arroyo’s camp assailed the charges as a stunt to stop her from leaving the Philippines to seek medical treatment abroad for hypoparathyroidism and bone mineral disorder.
Her lawyers denounced the “indecent haste” that the charges were filed and the arrest warrant was issued by the court.
But an informal survey by a television news programme showed more Filipinos believed that she should be tried for alleged wrongdoings.
“The message is clear for all government officials that if they do anything wrong, there will be consequences,” said Amado Valdez, dean of the College of Law of the University of the East.
Arroyo, a American-trained economist, first became president in 2001 when Estrada was deposed by an insurrection.
