Number of contraband cigarettes seized down 36%: Customs

SINGAPORE Customs' tough enforcement efforts have produced positive results in the first half of 2008, it said in a statement. The number of duty-unpaid cigarettes seized fell by 36 per cent, compared to the same period in 2007.
The number of buyers and sellers caught also dropped by 17 per cent and 34 per cent respectively.
This is all due to intensified enforcement efforts and tightened checks at both inland as well as checkpoint areas, which have curtailed demand and weakened the supply of contraband cigarettes.
Statistics
From Jan to June 2008, over 1.6 million packets of duty-unpaid cigarettes were seized by the authorities.
The number of sellers or illegal street peddlers nabbed was 299, compared to 456 for the first half of last year.
Similarly, the number of buyers for whom the offence was compounded also dipped from 3,084 in the first half of 2007, to 2,549 over the same period in 2008.
Those arrested and charged in court for conveying, storing and distributing contraband cigarettes to illegal street peddlers remained constant at 655.
This, compared to 653 last year.
According to Singapore Customs, the largest haul of duty-unpaid cigarettes seized so far this year was 233,500 packets.
This was when Customs officers uncovered a full container load of cigarettes at a Lower Delta Road industrial park in June.
The amount of duty and GST totalled $1.8 million.
On top of that, authorities found 216,700 packets of duty-unpaid cigarettes from trucks, vans and illegal stores at a recent two-week operation.
The duty and GST involved was over $1.6 million.
$500 composition sum
From Tuesday, anyone caught in possession of duty-unpaid cigarettes will be fined $500 for each packet.
This composition sum is for first-time offenders.
It was first implemented at Geylang and Yew Tee in Oct 2007 and had proven effective in curbing the demand for contraband cigarettes at these areas.
Hence, Singapore Customs have decided to implement the composition sum throughout Singapore from Tuesday.
More enforcement manpower will also be deployed to carry out surveillance and patrols at hotspots and heartland areas.
A new public education campaign to raise awareness as well as garner public support and commitment to stay away from contraband cigarettes will kick off in Sept.
