A transparent bidding exercise of one bidder?
There are several tricks to make a biased tender exercise apparently transparent:
1) Have very brief tender specs so only those in the know know how to bid.
2) Have a short tender period so that only those with advanced knowledge of the tender have the time to bid.
3) Have specs that favour a particular tenderer's solution.
4) Requirement of financial capability far in excess of what the project requires e.g. A $200k requires experience in handling a $10 million project if a large company such as a GLC is preferred.
5) Grant of waiver of competition in an award.
Any or a combination of these have been used to give preferential treatment to targeted bidders. While there are evaluation committees and approval committees to preside over tenders. I wonder, other than classifying tenders by size to determine which committee should be approving an award or a waiver, whether strict rules and sufficient checks are there to ensure that there is no foul play during the pre-tender stage?

The contents of the letter dated 10 June 2011 seems to be replying to another letter which may be the first letter of the exchange.
If there is such a letter, PAP is withholding information intentionally.
Before that is clear, I will not conclude first.

First Sylvia claimed that AIM sabotaged AHTC by terminating IT service.
It turned out that AHTC terminated AIM voluntarily and ended up not being able to cope later.
Opposition supporters then claimed that it was corruption because AIM made a killing on the manitenance contract.
Now they turn around again and claim that its not a profitable contract and the whole thing was a political sabotage project.
