Ren Ci names interim chief exec and deputy

With top posts filled and IPC status restored, the charity can now focus on fund-raising and new hospital By Theresa Tan

WELL-QUALIFIED: Mr Toi has vast experience in health-care management.

TWO men have been chosen to head the Ren Ci charity, three weeks after Buddhist monk Ming Yi was suspended from the top job.

Orthopaedic surgeon Wong Yue Sie is the interim chief executive of Ren Ci Hospital & Medicare Centre, and Mr James Toi, chief operating officer of the National Heart Centre, his deputy.

Mr Toi, 46, will take over the top job when Dr Wong, 47, completes his secondment.

Ren Ci said both men are flexible regarding the length of their sojourn at Ren Ci, though neither is expected to be there for more than two years.

Ren Ci board member Seah Moon Ming told The Straits Times that Dr Wong's secondment to Ren Ci would span 'a couple of months' to get the charity's new hospital up and running.

The hospital, Ren Ci's third medical facility, is expected to be operational by the end of the year.

The twin appointments come a day after Ren Ci regained its Institution of a Public Character (IPC) status, which paves the way for the charity to restart its fund-raising in earnest.

IPC status is key in pulling in donors because for every dollar they give to an IPC, they can get $2 deducted from their taxable income.

After Ren Ci lost its IPC status last November amid a probe into its financial irregularities, its donations took a drastic plunge.

The probe ended with its former chief executive being charged with 10 counts of fraud, forgery and giving false information, among other offences, last month.

Yesterday, the Health Ministry (MOH) announced that it would give Ren Ci an additional sum of 'up to $9.3 million' to cover the jump in the new hospital's construction cost.

This is over and above the $21 million that the ministry gave earlier. The hospital is now expected to cost $42.4 million, also because of an IT system that will link it to the neighbouring Tan Tock Seng Hospital.

The ministry will partner Ren Ci in running its new hospital: Work flow and clinical standards at Tan Tock Seng Hospital and Ren Ci will be standardised so patients can be moved between the hospitals.

Ren Ci acknowledged Dr Wong and Mr Toi's wealth of experience in health-care management.

It noted that Dr Wong, chairman of the division of ambulatory and clinical support services at the Singapore General Hospital, had a strong record in setting up new hospital services, while Mr Toi's strength was in managing health- care operations.

The pair declined to be interviewed.

The Health Ministry told The Straits Times that it would help Ren Ci defray their salaries.

Meanwhile, Aljunied GRC Member of Parliament Ong Seh Hong was yesterday appointed Ren Ci's chief operating officer.

Dr Ong, who has been its clinical director since 2002, has been filling in for Ming Yi since February, when the police probe into the charity opened.
