The suspect last struck by posing as a National Environmental Agency officer on March 23 and got away with $2,000 cash, a mobile phone and a work permit from an Indonesian man outside Bugis Junction. Eight days later, he was spotted by officers from the Central Police Division, striking up conversations with strangers and behaving suspiciously at Bugis Village. The officers followed him and finally caught him along Victoria Street that evening. They found a company pass and two mobile phone SIM cards that he could not account for.
