Kang Gek Keng, 40, a stall operator, also admitted to two Ministry of Manpower summons of employing illegal workers at her rice stall at Tampines in 2005. On Friday, she was sentenced to a total of 24 months' jail after pleading guilty to 10 charges. A district court heard that in 2004, she offered to give Lim Bee San $8,000 to take the rap on her behalf for employing illegal foreign workers at her fishball noodle stall in Woodlands. On three occasions between Dec 24, 2003 and April 5, 2005, she paid the 50-year-old a total of $950 to assume criminal liability on her behalf for employing illegal foreign workers at two food stalls in Thomson Road and Tampines. Lim was jailed six weeks last month.

In March 2005, Kang handed over three copies of Boon Keng Clinic and Surgery typhoid vaccination certificate in another person's name, purportedly issued by a doctor, to an accomplice. She directed the accomplice to submit them to the National Environment Agency to apply for a food stall operator's licence. But an NEA senior manager found that the date on the certificate appeared to have been changed. He checked with the doctor who denied having issued the certificate to the person named. In the credit card fraud, the court heard that in 2006, Kang had schemed with her former housing agent to apply for credit cards and credit lines using another person's particulars. Kang used the Amex card to buy $5,775 worth of jewellery and the OCBC card to withdraw $12,000. She shared the proceeds with the housing agent, who is at large. Kang was convicted for burglary in 1993 and providing public entertainment without a licence in 2004. Thirteen other charges were considered during her sentencing.
