Infractions and Reported Posts...Why two types of reports?

When infractions add up to 10, the member is banned for 24 hours.
Reported posts don't result in automatic bans. It just sends a message to the admins.
I notice there is icon for Reported Post. Where is icon for Infraction?
Is it that Star of David icon, where if we disagree, it is an infraction?
Will infractions be sending messages to admins too, or not?
The icon for infractions is right next to the icon for reported posts. However, it isn't visible to those who don't have infraction power.
No message is sent to admins for infractions.
I've 0 power. How many numerical power for one to have infraction power?
There's nothing mentioned about all these in the FAQ.
