Is it legitimate to impose a 30% water borne tax on every household (Read your water bill)
A tax "is not a voluntary payment or donation, but an enforced contribution, exacted pursuant to legislative authority" and is "any contribution imposed by government. Failure to pay is punishable by law.

1,000,000 households water bill @ average $20/mth

$6(30%) x 1,000,000 = 6m per month
